The blue-lit button has 4 contacts but is just a SPST momentary switch. Use a non-contact tester to trace the path of power. There are three other power controls: the black on/off rocker switch on the back, the bin-in sensor and the paper sensor. If the unit is not coming on, chances are the blue-lit button has failed. With the power unit off the shell, another 6 Philips screws and you can open the power unit. The tape gives and everything loosens up. Or slide a screwdriver in vertically about an inch, and twist it. Take a steel ruler and slide it into the gap and the tape disengages. There's a strip of double-sticky Scotch tape right in there, you can't see it. It will separate a few millimeters from the rounded top section above it. Look at the front panel where it says Staples and Mailmate. In other words you're holding the outer casing down with your thumbs, while trying to push the power unit up. Put your fingers into the bin zone (short of the blades of course) and pull the ceiling upwards, while your thumbs press the walls of the shredder inwards. (4) Turn the shredder upside up again, front facing you. You need a Philips #2 screwdriver with narrow, 9" shaft. Only 1 or 2 pads actually have screws: looking inside where the clippings bin was, look for the plastic tubes running from top to bottom in the four corners, only two of them go all the way. I installed a 270-364 fuse holder and 270-1011 fuse from radio shack. With the screws out it came apart easy, except I had to bust some plastic where that one screw went. I used a #2 phillips but had to select one that was thinner so it would fit in the holes. The head of one screw got clogged so the screwdriver couldn't get any byte on the screw.
My mistake was letting some plastic, from the drilling, fall in the screw holes. For my spl-727mm there are 6 screws accessible through holes that are visible with it upside down and the tray removed, I drilled 6 holes on the bottom so a long phillips screwdriver would reach the screws.
